Speaker Portrays Various
Difficulties Railroads
Have to Face
J. S. l'yeatt president and general
manager of the (iulf Coast lines with
headquarters in Houston was the prin-
cipal speaker at the weekly luncheon of
the ('ouopiis club held Monday on the
roof of the Hire hotel. He went at
length into the various difficulties the
railroads have to face including the
losing of money depreciation of property
and equipment and unjust criticism from
the piiblic. He urged that the public
ghoul? be patient and bear with the rail-
roads for some time yet ui til conditions
are improved. The geneml depression
existing he stated is sett rely felt by
the railroads.
Speaking of efforts to reduce the pres-
ent wage scale. Mr. l'yeatt stated that
when this was done rates could be re-
duced but that he did not anticipate a
rate reduction soon. Railroads he said
are now losing money and can not keep
its equipment up to the high standard of
pre-war conditions. The number of box
cars alone that are laid up waiting re-
pairs would be surprising to one he

The protest of the harbor board
against the city standing half of the cos!

bridge to Brady's Island came before the
city council Monday and was referred to
the council as a whole.
An ordinance was passed which pro-
vides that no circuses tent shows or
carnivals of any kind shall be given in
Houston between the dates of October
15 and November 20 other than shows
given under the auspices of Houston's
Fair and Exposition. The restrictive
dates ar set as a protection for the fair
and exposition.
Numerous other matters of a routine

session ot the council. The meeting
recessed until 9:30 a. m. Thursday.

the five amendments are as follows i For
the amendment to abolish the prison
commission 1240 for and 7S6 against;
for the amendment increasing the gov-

creasing Confederate veterans' pensions
1450 for and 530 against; for the amend-
ment increasing the per diem and mileage
of legislators 1047 for and 033 against
and the amendment for reserving the
voting privilege for native born and nat-
uralised citisens and authorising absen-
tees voting 1684 for and 336 against.
The returns show thst some of the ru-
ral districts showed more interest in the
election thsn did the city. Borne of the

by the Baehr report so that they can be
ready to take care of the increase ioaa

"It will reauire about four months
time to procure the manufacture of the
equipment and installation necessary to
make these improvements.
Anticipating some character ot a set-
tlement with the city that would enable
the comDahv to sell these bonds an order
was placed for this equipment early in
June and the company plans to go for
ward and install it before November i.
We have in a sense trusted to luck in
being able to raise the money necessary
to pay for this work as it is done. The
company has first mortgage u-year
bonds which have been issued against
money put in the plant since 1914. They
represent about 80 per cent or tne ac
tual cash invested since that date. We
may be able to sell enough of these
bonds at 70 or 75 to raise the money.
$357000 for $250000.
''This would mean that for say $250-
000 of new money which the company
should have during the ensuing year we
would have to give $357000 worth of
our bonds. But to the company these
bonds represent actual cash that has
been put into the plant in past years
Pending negotiations with the city for
the sale of the property and while this
work is going on we are faced with the
necessity of going out and selling these
bonds to raise this money. The cost of
this money is not essentially different
from the cost of any other material that
roes into the plant.
"If we are buying this money for the
use of the public should not the public
pay the prtce ol tne money jusi line it
pays the price of fuel used in the manu-
facture of the gas or the price of pipe
purchased for its mains? Reasonable
brokerage and bond discount is the cost
of money.
Two Methods Suggested.
"This can be handled in one of two
ways: (a) If the city purchases the
property st the end of these negotiations
then let this brokerage and bond discount
be added as an element of value. For
instance if we get $250000 in money
for which we are compelled to give S3ti7.-
000 in bonds there will be $107000
which the company will have paid for
the use of this money. On these bonds
it will pay 5 per cent for 12 years. On
the new money gotten from the sale of
the bonds it will get 8 per cent for the
12 years if the rates are high enough
and if the city allows us to earn S per
cent. The difference between these
rates can be adjusted and the total loss
in the way of discount ascertained (bl
If the city does not purchase the prop
erty then agree with us that whatever
discount and reasonable brokerage we
will have to pay for the purchase of the
money shall be amortized out of rates
during the next 12 years. This is the

LRio Grande Cotton Crop

The cotton crop in Cameron and Hi-
dalgo counties in the liio Grande valley
is about 50 per cent of what it waa last
year according to J. T. Lomax of the
'Farmers Htate Guaranty bank of San
Benito.
A crop of about 13000 bales is cred-
ited to the two counties. The corn crop
is as good if not better than any pre-
ceding crop said Mr. Iximax. The usual
acreage is being used for the fall and
winter crop. Low prices have worked a
hardship on the fanners of the section
snd corn is moving st 45 to 50 cents a
bushel. The cotton crop is being moved
at 10 Vj centa per pound.
Ginning is continuing at a good rate

of favorable weather all of the crop wji
be sinned. The citrus crop is also in fav-
orable condition including both the fruit
and the groves.

County Judge ChesterH. Bryan will at
tend a meeting of Texas county judges
which is to be held in Austin on the
twenty-seventh of this month where this
matter will be more fully- discussed.
The secretary of the Producers Protec
tive league J. M. Frost Jr. reported
thst the committee which went before
the county commissioners with reference
to the equalization of taxes on latid that

the city had reached a satisfactory agree-

T. II. Dixon spoke on the proposition
of the city having the navigation district
take over the bonds for ship channel im-
provements. The bonds are at the pres
ent time owned by the city. Mr. Dixon
took the view that it would increase
taxes and stated thst he was opposed to
anything that would result in burdening.

Returns From Austin Trip
J. A. Morgan manager of the traffic
department Houston Chamber of Com-
merce who has been in Austin since Sat-
urday will return to Houston Tuesday
morning. Mr. Morgan has been at the
capital engaged in the collection of sta-
tistical data for the Chamber of Com-

JAMES EDWARD PETERS.
James Edward Peters aged 38. died at
a local hospital at 10 p. m. Monday. The
remains will be shipped by the Fngle-
West Undertaking company to Living-
ston Texas for burial at 7:30 a. in.
Tuesday where interment will take place
at 4 p. m. Mr. Peters who was a mem-
ber of the Woodmen of the World and a
Mason is survived by a father and
mother. Mr. and Mrs. A. F. Peters of
Livingston: his wife. a daughter
Dorothy; a son. James E. Jr. :one sister
Mrs. K. W. Jackson and four brothers.

Mrs. Minnie E. Maddux aged 38 died
at the family home. 704 West Twenfy-
eighth street at 0:20 p. m. Monday. De-
ceased is survived by her husband. H. A.
Maddux; a son Herbert Maddux : a
daughter. Miss Minnie A. Maddux; her
parents. Mr. and Mrs. n. J. Parks: tw
brothers. W. II. and .1. L. Parks and a
sister. Mrs. Leona I'rban all of Hous-
ton. The funeral will be from the late
residence Tuesday at 4 p. m. Interment
